	Serbian Ambassador to Australia His Excellency Milivoje Glisic Email: scgembau@optusnet.com.au and yuembau@ozemail.com.au Dear Ambassador You will be aware that for many months past, and at this present time, homeless cats and dogs in Serbia are being killed en masse on a daily basis. Article 269 of the Criminal Code of Serbia details that anyone who is associated with the illegal killing of any animal can be tried through the Serbian legal system - and that, if found guilty - can be punished with a sentence of up to three (3) years imprisonment. Despite many requests by Serbian Animal Welfare organisations - who can provide evidence and proof of the killings and torturing of thousands of animals in Serbia EVERY SINGLE DAY - it would appear that your Prime Minister, Mr.Vojislav Kostunica, your President, Mr.Boris Tadic and your Government are not interested in implementing this existing legislation which effectively outlaws cruelty to animals.  This basically means and shows that your Serbian Government institutions and local authorities are themselves directly responsible for the killings of street animals. Thus, the institutions of Serbia are acting illegally! Your Serbian institutions are deaf to the evidence and numerous reports provided by the animal welfare organisations which prove, beyond doubt, the facts of the killings by local authorities in almost every municipality in Serbia. As an Australian citizen and an evolved human being, I find the actions of your political colleagues and the obvious lack of legal enforcement by the Serbian Authorities and Government - who I consider are behind the killing policy – abhorrent. I ask you to personally have the courage to take action to stop the killings immediately, and to move to impose Article 269 of your own Criminal Code to punish those who are involved, at whatever level of Government they may be. With this obvious lack of legal enforcement by the Serbian Authorities and Government - who I consider are behind the killing policy - could you please let me know if you consider that it would be of benefit for the remaining Serbian street animals if all the Serbian animal welfare groups acted together to bring charges against all institutions of this Serbian extermination regime using the legal system of the European Union (of which Serbia is a member) at the International Courts in Strasbourg. It seems this is now necessary and effectively the only route open, primarily because all Serbian appeals and protest letters, along with many hundreds of international appeals on this very issue, have provided no results. The legal system in Serbia is not working, and the animal welfare organisations there do not have anyone who will listen to and act on complaints about the animal slaughter. I, as a concerned observer of the atrocities in Serbia, therefore ask you please to act on my behalf and send a message out to the Serbian Authorities: Stop the killings immediately and impose Article 269 of the Criminal Code to punish those who are involved, at whatever level of Government they may be.
