Unedited email from Serbian animal welfare organisation. Dear friends all over the world, I wish to draw your attention to the fact that the situation in Serbia is terrible, all arming such that it appeals to the immediate reaction of anyone who has not lost his consistence. In all Serbian towns there are flayer services to the communal service, who are engaged in capturing and killing lost or stray dogs and cats,in collaboration with the veterinary service and breaking the legislation.They charge this terrible "service" 50 euros for each corpse( per killed dogs or cats).This behavior is punishable under article 269. of the Criminal Code of Serbia with up to 3 years of imprisonment. We, The Society friends of Animals "Friend" and The Society for protect and welfare of animals"Arka" , collected the documents and material proofs confirming dose criminal abuses and gave them to allmost all local prosecutors in Serbia.There was no reply. Then we wrote to the General Prosecutor ,Mr.Slobodan Jankovic,demanding that he, in accrdance to the Law whish defines his duty as General Prosecutor,send the written Instructions concerning article 269; of the Criminal Code to all local prosecutors,so that the authors of mass killing of animals would finally be stopped and punished. We also demanded a meeting with Prime minister, Mr. Vojislav Kostunica, President of the Republic of Serbia, Mr.Boris Tadic, and we informed them of mass killings of dogs and cats and of breaking the law by the insitution of the regime.They did not answer us, except a courteous praise of our work by the cabinet of President Tadic. In spite of all our efforts, in spite of thousands of letters sent to the responsible institutions on the local and republican levels, nothing changed: in Serbia , thousands of dogs and cats are killed on a regular basis,and that crime is even paid for with the money of tax payers.Animals are killed on the street, or a few days later; in the second case they are kept in the small cages,without food and water, on minus 20 or plus 40 degrees. Nobody cares for our appeals to the Prosecutors. Nobody belonging to the authorities,who has the mechanisms and the responsibility to apply the article 269; of the Criminal Code of Serbia, cares for terrible sufferings of the animals, for their senseless deaths and their final demise in the comunal dumps. Dogs and cats cannot speak our language, therfore we, men, are responsible. Has the world any force to react, or we are condemned to live in a hell on Earth that, at first glance, looks like a wonderful planet. Those against whom we wrote to the Prosecutor began to exercise pressure on us to abandon our efforts. But this gives us a new force, in addition to the help from the world that we hope to receive.
